Is it possible on paint.net to add multiple pictures together to make one grand design? If not, is it possible to resize image borders from say 100 by 100 to 500 by 500?

Yeah, you can resize your image by clicking "Image" and "Resize image/canvas"

On Paint.net is there anyway to say get an item like the gold crown onto the pixel sheet to use or draw on it? Or am I just sad out of luck?

Pretty sure you search up the needed picture on the web, open Paint.net and Open the picture and sprite on it.

The problem is the images are broken meaning that I cannot fully understand the tutorial.
