I actually have no idea, I have never tried this feature. It came as part of the base Xenforo package, and to the best of my knowledge you're the first person who has ever asked about it.

So, I tried it out with the player suggestion forums, and, there are no notifications, so I guess that means it doesn't work. It would have made more sense if it actually worked, in my opinion.
