Unable to launch Terraria

I've owned the game for a while and wanted to play it again so I redownloaded it, but the game won't launch.

This is the error message I get every time. Any help would be appreciated.
Using Win10 Home 64bit

Delete your config.json file, and restart.

Where would I find that? I don't see it in the folder with the game
