Its ALL steam games, And also does it to File Explorer

Might be a problem with your refresh rate. Have you set the appropriate one for your monitor on your graphics card?

I only have one refresh rate on the list, which is 60.

I have Terraria on steam, but I was wondering if there's a way to put Terraria and all the files onto a computer with no internet or steam?

I can understand that, it was just a suggestion for your situation. The Steam version requires Steam and Internet access, though. There's no legitimate way around that.
