How do you make sprites?

I want to make a Sprite but I don't know any sites or apps to do it. Can someone help?

I use this program called Piskel, you can download it to use offline which is what I prefer.

You can try Paint.NET. It's a free software and even though it is meant for general photo editing, it can be used for pixel art as well. Useful if you are just starting out.

Additionally you can also try out Aseprite, but it is a premium software. However it does include a trail version with the drawback of not being able to save your work. You can mess around with the trail version before deciding if you want to buy the program.

Aseprite's presently on sale at Humble Bundle, 30% off (US$10.49).

I use Spriter Pro, but that runs $60 and might be a bit much for someone starting out.
