I really like this texture pack!
Plus I'm the only one of my friends who plays Terraria and actually does fishing so this is amazing for me!

If I understand everything correctly, then the texture pack has a text document "Info" that says how to make your customizations.This all works in 1.4
 
I have one thing to say about this...

YES

But I would like to know, is every texture configurable? I like the angler as is but want the sharks and poles and crab textures.

Yes, you can configure textures in the archive where there is a mark "costomizable" (sorry if I did not understand something, I use a translator)
