Looking back on it, it's HILARIOUS how badly biome torches and happiness was implemented.
Hallow taking over ice/desert/ocean biomes has been a thing since 1.1 and enemies specific to those biomes still continue to spawn when it's mixed with Hallow, but neither torch luck nor NPC happiness work with it.
You get punished for having the wrong color torches in the wrong biome, but also torches don't change when a biome is corrupted, and they don't count hybrid biomes either: an ice torch doesn't count as being in an ice biome if it's a hallow/corrupt/crimson ice biome, so you get bad luck when near that torch if the biome changes around it.
The hybrid biomes effect also extends to NPC happiness, if the hallow takes over any of your biomes, the NPCs in that biome won't see it as their preferred biome anymore, and not just the NPCs who don't like the Hallow.
It's like these features were designed before 1.1 and they waited until 1.4 to implement them without updating them to work with all the other features of the game.
