What is stopping you? The price?

The fact that my computer can run Terraria decently, and that's about it. I want it to look good, but considering that my computer is just not up to snuff with modern games, it can only run when all of the game's graphics are at the minimum setting. Even then, it plays at about 20 frames per second, and is prone to stuttering.

If you can run Terraria at 20 fps you definitively can run WoW. WoW is

I played WoW with friends when my PC was running Terraria at like 15 fps tops. Even was able to use the superzoom out feature in WoW (i just prefer it to play like that with a huge FoW.)

No, I've tried playing Wow before, and it ran at 20 FPS with stuttering at the lowest graphical settings.
