I doubt we'd ever get the console exclusives; they probably had a contract with the console makers and/or the people who did the console port. You see this in other games that had console ports; they can't give the PC people the console exclusive content because of contracts/rights/asset ownership/etc.

The console exclusives were made by the same composer though, and a few tracks omitted from the albums used to be console exclusive before their inclusion to PC (Underground Ice, Desert and Queen Bee), so it's likely a different case for Terraria than with other games.
