I haven't found him in 1.4 yet, so I can't be sure he's so easy anymore, but my advice is to just try to dodge the projectiles he throws at you. Also be sure not to hit the decoys when he's summoning the dragon.
Of course, potions and an area with campfires and stuff can help too.
