That specific IP address isn't your friend's actual IP and just the loopback one. Your friend needs to get their actual IP address rather than the one that every single computer in the world uses to identify itself.

Also the reason it's taking forever is because by entering that specific IP you're telling your computer to connect to itself when there's no world running on it.
