you can maximize pinkys spawn rate by having a water candle placed (you can also hold it, but how are you going to attack it while holding a water candle) with a battle potion active, and blocking off all enemy spawn areas that you can't reach.

distance from the world center has no affect on pinkys spawning.

another thing to note is that pinky is one of the few, if not only, creatures that is one block wide, so if you have access to the steampunker, you can place a teleporter far enough above a pit that pinkys can't be affected by it, hook the teleporter up to another one very far away and place a pressure plate in the center, causing almost everything to be teleported very far away
