Nah they celebrate 28/02 or 01/03, they are only a day younger than people born 28/02 of same year, but they have 4 times less direct birthdays.

But responding to your question, if there is 7 billions of people i guess there are a lot of people born on 29th of february (1 of 1461 (i guess?)(it's complete cycle of four years 3×365 and 1×366) humans have birthday on 29/02)

It's the probability of you being born in each day of the year and then dividing it by 4, which means:
((100÷365)÷4) = 0,068493150684
Or 5⁄73

The fraction part is kinda tricky, it isn't 5 for each 73, it means 5÷73, so ignore that

That's the chance of you being born on the day, its fractional form is 100/1461, if we reduce it we'll get...Nothing, it's already the smaller it can be.
