「-ている」marks either a non-past tense continual, habitual, or resulting state, depending on the context of the sentence.

「見ているか?」would be translated most generally as "are you looking [at it]," but could also mean something like "does [he] look at it often?"

"Did you see [it] / Did you look at [it]," would instead be translated「見たか/見ましたか?」

Likewise, "look / see" would not be translated「見ている」as that is "looking / seeing," but would be translated「見る」which is "to look / to see."

What sources have you guys learned japanese from?

I learned Japanese in school, as I did with English.

Both are required courses in Japan.

Having said this, I perhaps should have perused more contemporary books in my spare time when learning English, as it affected my diction. They were easier to read, however, as they generally forwent the use of problem words such as "get" or "put."
