You can start a conversation with anyone, but keep in mind forum rules still apply in pms (private messages). If you are intentionally trying to annoy a member, it is considered disrespectful behavior.

We can see deleted messages, correct. They are acted on if they contain rule breaking content just as non-deleted messages are.

Well Confuzzledcobalt appears to have deleted a bunch of their messages on this prof post, one of the last being not very kind.
