Not really. The smart honest citizen is only honest when it won't potentially their life.
Having a gun in my country requires a "permit" which basically stops anyone non-rich from legally having a gun. I'm not rich, but I have a couple handguns and a shotgun, and have used them to protect what's mine in the past.
