Basically, TCF is actually owned and run by the people that made Terraria. Terraria Online is a website hosted by the Curse network, put together before Re-logic had the time/resources to run their own complicated website and forums. In short, TO is the old, third-party version of TCF.

Basically, TO was cursed. TCF is not.
