It's often thought of as a terrible art program, which it may not be the best for sure except for spriting. It's simple, has everything you need for spriting, and without too many additional options you will never use.
Newer versions have transparency options I believe, but if yours doesn't, you could do what I do: open in Paint.NET when done and delete the background.
