You can spawn turtles by using jungle surfaces - set-up is otherwise the same as in the guide I linked.

My only problem is how to kill other mobs without killing the turtles?? at the moment I'm thinking 2 block wide gaps for death pits but I'm not sure if the turtles may fall in. also jungle creepers may also not fall in due to walking on walls.

You want to keep the turtles alive?

Yeah i want to kill all other mobs so every so often i can go into the farm and there will be tons of turtles

Hmm, that's an unusual request then . I'm not sure there's a good way of separating turtles from other mobs, since other mobs are smaller and can reach the same places the turtles can.

why not use holes the other mobs will fall through?? if u stay below the farm and use dart traps to kill moss hornets it may work... still not sure 'bout jungle creepers tho
