Your computer is definitely able to pump out more frames than 60FPS, but Terraria is normally locked at 60fps. If you turn off frame skip, however, it'll be tied to your monitor's refresh rate instead. I do not know if turning off frame skip is a good idea.
The FCC has recently decided to want to change the idea of net neutrality to actually allow ISPs to limit your data, so you'd have to end up paying your ISP just to get stable connection to, for example, YouTube, or Google. (2/2)
The basic idea behind net neutrality is that all ISPs should process internet data all the same, no matter what website sends or receives it. In other words, ISPs cannot limit your data on certain websites. (1/2)
