That does work on paper again, until you have to factor in 2 things: 1. The game will constantly have to check for this new value 2. The game has to store this new value somewhere Both of those don't seem worth the trouble to code to me personally, especially since the former could cause extra lag

The DPS stat eventually just resets to zero though with no track of your previous max, since it's not stored data. Adding in a new value that would constantly check if your DPS reached a new high seems a bit excessive for a hair dye, especially since the other hair dyes use fixed values as well
