Well, usually people tend to install it directly to their main terraria folder, and run from there, I don't like that approach because then you get a "dirty" installation.

Since your error is complaining about the content folder, it could be, either that or you didn't copy the content folder from terraria itself to the nterraria folder, and just extracted the zip.
Remember, the content folder inside the zip only contains the modified/new assets, all the other...
Check your terraria folder, there should be a terraria.exe there with the icon of the gamelauncher, if there isn't, something went wrong with your installation.
Remember to use version 3.2.1.7 of the gamelauncher.
I use that same method every single time, and it has yet to fail me.

Not sure how terraria works exactly, but usually this is a pretty easy fix on the engine side. Nowadays mostly just FOSS software developers tend to ignore such common/easily-fixable problems. Any chance this could get fixed?
