Are the houses valid? You can check using the housing menu, it's a house icon above your accessories. Try moving another NPC there and see if they accept it or the game says that something is missing If the Goblin Tinkerer died then he can respawn in one of the houses later

You can move them out of the way using a Flymeal, although you might need to wait for Stinkbugs to show up
