You need to use XNB Builder, you also need to install the XNA framework, and copy these .dlls from the framework into the XNAFormatter directory, you can find them in XNA's install directory inside the references folder (C:\Program Files (x86)\Microsoft XNA\XNA Game...

Sounds like its a corrupt file, I dont know if there's much you can do about it, try verifying Terrarias game cache
