Yeah, I tried other NPCs (Witch Doctor, Painter) and it still doesn't seem to work.

I have three NPCs in the ocean (Angler, Party Girl, and Stylist) and I think they're satisfied but they won't sell me the Ocean Pylon.

There is a bug where items dropped by the host are picked up late by other players.
