Effects: Run fast (slower than Hermes), a double jump, and heal one health per jump, cooldown one second.

Tier 3 - Flipper Cloud Boots
Super Cloud Boots + Flipper + 5 Coral + 2 Fins. Crafted at a Tinkerers workshop.
Effects: Run super fast, get four jumps, swim underwater, and move super fast underwater (1.25x regular when water is below head)
Reasoning behind coral and fins: to help slow down the speed the player can obtain this, and also somewhat justify the extra speed.

Tier 4 - Ultimate Cloud Boots
Super Cloud Boots + Dunerider Boots. Crafted at a Tinkerers workshop.
Effects: When on sand or water, get a boost equivalent of the Dunerider. Must be either head below water or on sand to receive this buff. Keeps the buffs of the Flipper Cloud Boots other than the super fast underwater, as Dunerider replaces that.

Also, this suffers from Obsidian Horseshoe Syndrome. Hermes Boots and Dunerider Boots have Terraspark Boots and Amphibian Boots as other tinkers accessible at the same time, Terraspark being designed to be the ultimate speed boots, and Amphibian being designed for superior jumps. All three bottles have the Bundle of Horseshoe Balloons, accessible at the same time with superior aerial mobility. The Shoe Spikes and Flipper have Frog Gear at the same time, granting swimming and superior wall cling on top of overall jump boosts.

Additional note: Wouldn't "Storm Boots" make more sense for tier 2, considering it uses all three and not just cloud?
 
T1:

Okay, that's an early one.
But you're contesting the Spectre Boots and Sandstorm-in-Bottle tinker with that one.

T2:
- Storm Waders (Storm Boots/Super Cloud Boots)
Besides it having a synergy with Obsidian Horseshoe of all things, the most likely outcome is 9 out of 10 worlds you won't craft those as it stands now. Sandstorm in Bottle is just far too rare.

- Climber's Boots (Spiked Cloud Boots)
Feels like an intermediate stage to Master Ninja Gear (and a weird off-shot of three tinkers that do everything, but worse) rather than its own accessory.

- Bee Waders (Honey Charm Cloud Boots)
One thing. Obsidian Horseshoe is a good tinker compared to this.
Literally an unreliable downgrade to Cloud Boots.
Also, what even would be a recipe for Honey Charm alone.

T3:
- Tsunami Waders (Flipper Cloud Boots)
Okay, are jumps affected? If so, we may have a contender for Flipper+Gills replacement. If not, it's literally just Storm Waders with slightly better flippers effect.

- Dunedancer's Sandals
Did you make another dead-end path on Tsunami Waders, then made a cheap tinker making them a jack of all, master of sand only?


It needs more time to get polished. Also, try to steer clear from just making it be 'Super/Utimate' version of first tinker when it comes to naming schemes, give it some flavor name.
 
Also adding

Honey Balloon. Why do we need another jump-and-regen-focused honey accessory when we have the Honey Balloon? Why not focus on buffing existing underpowered items instead of burying them even deeper lol.

Sure
Accessories don't include non-accessory items in tinkers.
But sticking to that rule is extremely restrictive and can limit creativity. Plus, similar-ish things such as the megashark and Obsidian skull don’t really follow that, even though they technically aren’t tinkers.
Also, this suffers from Obsidian Horseshoe Syndrome. Speed. Cloud in a bottle is just there because I (and probably other players) like cloud bottles actually more, and also helps differentiate from rocket boots. The main selling point is in a somewhat ease of obtainability (except sandstorm) and speed, allowing very fast speeds in a lot of areas. The drawback compared to Terraspark is less buffs and overall niches.
Also adding

I thought it was a neat alternative, and would help a decent amount if you want a lot of mobility and regeneration. I also don’t remember a specific jump one, only speed (honey necklace). If you were talking about jump and not speed, then that is an excellent point, as I don’t even remember one of those.

I think potentially a few players (including myself) actually like cloud in a bottle even more than rocket boost due to speed. The cost is also a lot cheaper, and uses items people likely already have.

Probably, but that is practically the same as the Terraspark problem. Still no counterpoint really though, it is tough to get without luck.

Yeah, I guess, but I guess its a cheaper knockoff of the T2P1.

Yeah, I see how it could be a downgrade. Maybe once per jump period? But that seems potentially OP. But obsidian horseshoe tinker might work tbh…

The point of it is to make it so that it can be more accessible and be very fast in certain circumstances, but not outclass Terraspark overall.

Yeah, it probably does, its just a somewhat rough idea about cloud boots could be a alternative to rocket boots. I’ve got nothing to add.
 
The problem I mention:
You can get every part of Terraspark on pre-HM world with fishing and skeleton merchant if necessary.
You can't do the same with Storm Waders if for common reason you don't get a pyramid with either sandstorm in bottle or pharaoh set. (And in HM you have wings that contest the multi-jump items decently)

It's still a rule 96% of accessory tinkers in the game follow. Also, those aren't even tinkers, and the Megashark isn't even an accessory or crafted at the same station.

There are only five exceptions, and two of those are the fishing bobber tinkers (counting the moss tinkers as one). Fart in a Jar is a joke item, and the Diving Gear is crafted with the most accessory-adjacent helmet in the game. So the exceptions are a joke item, a component that's basically an accessory anyway, bobber upgrades that are purely cosmetic if you bring a torch or two, and the Avenger Emblem.
Speed. Cloud in a bottle is just there because I (and probably other players) like cloud bottles actually more, and also helps differentiate from rocket boots. The main selling point is in a somewhat ease of obtainability (except sandstorm) and speed, allowing very fast speeds in a lot of areas. The drawback compared to Terraspark is less buffs and overall niches.
You need Hermes Boots either way, and Rocket Boots are sold by the same NPC who sells the Tinkerer's Workshop, making Spectre Boots technically easier to get due to having less needed RNG + the boot equivalents having more spawn locations. And even if you don't want to go into the sky for balloons, or fish for balloon pufferfish to shimmer, the Fart in a Jar exists, which still beats out the cloud jump, and can be farmed for while looking for the required cloud in a bottle

The Bundle of Balloons paired with Terraspark or Amphibian still provides superior mobility, and the base Band of Regen even provides superior regen, since it's a flat +1 a second with no player input needed, rather than your suggestion's capped +1 a second but requiring jumping to get it. In order to equal its components, you'd have to use another accessory slot for the Frog Leg, and stand under a 3-block ceiling holding the jump button.

Honey Balloon is the Shiny Red Balloon + Honeycomb, does about what you'd expect.
The problem I mention:

Pointing out, Sandstorm in a Bottle can be obtained from crates pre-hardmode, so counting fishing, you can reliably get it. 1/35 from oasis crates. Though it's way, wayyy more likely to require fishing, and if you're fishing for it, you have a chance to get balloon pufferfish to shimmer into red balloons for the Bundle anyway.

This is actively worse than Band of Regen on its own. Honey Blocks are also just a redundant addon. In general, this thread alone gives way too many uses for one accessory (Cloud in a Bottle,) let alone a non-renewable one.
Tier 3 - Flipper Cloud Boots

Coral and fins are completely redundant; by the time you get all three bottles, these will not be a hinderance. It's also pretty overpowered with a gills potion. That extra effect is enough on its own honestly, let alone with quadruple jump.
Tier 4 - Ultimate Cloud Boots
Super Cloud Boots + Dunerider Boots. Crafted at a Tinkerers workshop.
Effects: When on sand or water, get a boost equivalent of the Dunerider. Must be either head below water or on sand to receive this buff. Keeps the buffs of the Flipper Cloud Boots other than the super fast underwater, as Dunerider replaces that.

Assuming you meant Flipper Clout Boots instead of Super Cloud Boots in the recipe, this is barely an upgrade. Water or sand, that's all. It also doesn't really have a good theme, just being called "ultimate."

Frankly, this entire thing seems like "get SCB after a while and get the rest in a few minutes of fishing"
