Well met, traveler. Over the past few months (more like, a few months ago), I have been slowly developing a program that can instantly convert any image to extremely high quality in-game pixel art.
The goal is to make as accurate of an image as possible with only obtainable Terraria tiles, walls, and paints.
It has several features, such as a (mostly) accurate in-game preview, Bayer (ordered) dithering, variable width and height, and the ability to take images directly from your clipboard.
Similarly, it supports transparent images, as well as partial transparency (there are no "partially transparent" tiles or walls, alpha blending is applied with the background of the world).
Unlike other image-to-tile conversion programs, I developed mine to work entirely in-game, along with only using obtainable tiles and walls.
Another feature that I have not seen in any other image-to-tile pixel art generators is sampling and resizing, so that images look crisp and details are not lost at any resolution.
The paster/tile generator itself is not available or open source, but the tool I wrote to generate the palette is: Palette Generator
Here is a gif showcasing the preview feature:
Here are some generated images:
(2437 by 2200, dithered):
(3045 by 2150, dithered):
(1164 by 2200, dithered, transparent, partial transparency):
(116 by 29, dithered versus un-dithered):
(946 by 567, a screenshot of this forum post, in the game, sampling demo):
Here are some close-up screenshots of generated tiles:
