You might wanna wait till 1.3 is released before creating a specific world for it, new things like minecart rails and biome specific things are added in 1.3 like marble biomes and the underground desert biome, 1.2.4 worlds don't have these because... Well... There 1.2.4 worlds not 1.3
I've already got a world created pre 1.3 and will be creating a "hub" world once 1.3 lands to transfer my items over

It won't have 1.3 spawned items in it though.

Yes, Mobile will be getting the 1.3 update. The update will be rolling out approximately Q3 2017 but then comes the matter of RAM and Storage (New devices should have the requirements)
There will be a mobile release of 1.3, but it is not yet determined which devices or what the RAM/other spec requirements are as of now.

actually they posted the requirements somewhere. I think it was 2.5gb of RAM
It would be good if you can find where that is posted, as I don't believe there has been an official announcement yet. This figure seems high, to me.
eta: It seems that no current or legacy Kindle Fire tablet has more than 2.0 GB of RAM, fwiw.

The PC Requirements post 1.3 were raised to 2.5gb RAM. That does not mean that will be what Mobile requires.

Your response is confusing. The question was about mobile versions (iOS/Android phones and tablets; Windows Phone t.b.d.); the links you provide are regarding the Nintendo 3ds/Wii U versions, which Re-Logic/505Games classify as last-gen consoles (due to RAM limitations in those devices).
Mobile platforms (iOS/Android/perhaps Windows Phone) will get the 1.3 updates (for devices that meet the spec requirements, still to be determined). This should happen shortly after the console reset/1.3 release.
