so, after more 10 hours or so i managed to drop it, killed about 700 red devils total. I went to the surface by the time it dropped and guess what, IT WAS RAINING, which makes me think: Maybe the drop is related to rain? since it dropped the first time it was raining?

1) It's not related to rain
2) There is nothing wrong with Terraria's RNG
3) You just have bad luck

I doubt that, you were probably just really unlucky. I have a question though: why did you need fire or ice wings specifically?

I wanted that tier of wings =P the next tier isnt avaliable for me yet!

... Yes... why? You could have just moved the Witch Doctor over to a Jungle Biome and bought the Leaf wings, which would be equivalent in power, or gone to the dungeon (post plantera) and gotten ectoplasm to make ghost wings, also equal in power?
