When there is a chest, you are unable to actuate the blocks directly beneath them, *and* a space beneath that.
When there is a tree growing, you are *able* to actuate the blocks directly beneath the tree, but not the blocks just beneath that.

Pictures below showing clearer what I mean, just in case:
1: Actuated blocks all around chest, but not the blocks directly under.
2: Actuated blocks all around a basic tree; standing on the unactuated stone beneath the actuated dirt/grass.

EDITED: Originally I said a 'full chest'. It's any chest, full or otherwise.

This can be done with palm trees, as well. And since actuated sand falls down, you end up with a levitating palm tree, planted on nothing:

There are a few oddities with actuating blocks due to changes in 1.4. Chests were known to be one such case impacted. The palm tree behaviour is new, and I have added that information. Thank you for the report.
