weapons like nimbos rod, and most other sentry and summon weapons give full control of where you can place them.

the staffs do not do this for some reason. (All tiers of staffs do this)

That's it really.

(They can do this with mouse)

This probably happens to all console versions.

Thanks for the report - at the moment this is consistent with the PC gamepad. That said, I'll make a note of it to see if an exception can be made.
