I'm putting two suggestions into one because the latter does not make sense without the former.
Not sure if it's possible to implement coding-wise, but I'd love to have something like that for decor purposes. I've seen some people resort to using Lamia headgear as a bootleg solution, but I'd love to be able to go beyond that. Make statues of some of my unhelmeted characters for example.
Second suggestion is essentially a head-only version of a mannequin, to display hats and wigs in a more aesthetic fashion than the hat hanger. As examples of potential usage, my most off-the-top-of-my-head plans involving such an item have to do with a barbershop house for the stylist and some small-scale decor in other shop-themed buildings, like a bust for a mining helmet in the merchant's housing, or some hat stands in clothier's place.
