A friend and I were talking, and I humorously mentioned the following, to which she said "you should suggest that." And so I am!
The Angler gives some Coralstone blocks sometimes. I think if you were to build a room with a lot of this material in the vicinity, and have some water nearby/as the "floor," (X amount of coral/water blocks, enough to submerge in), and assign this room as the Angler's room, he'd turn into merfolk (how do young merfolk look? like minnows? haha). He'd stop floating on liquids, swim as part of his NPC behavior, and have more polite dialogue in general. This is completely not necessary, but it would be quite funny. He's so crabby because he's out of water! But also because he's a bratty kid. You'd still be able to take fishing quests from him, of course. He'd just be much nicer to talk to. As a minor bonus, he could have a better reward pool trend (like the chance of getting X increases faster and perhaps doesn't have a hard reset at 150 quests) if provided with the merfolk conditions. He could also just sell coralstone in this form, and perhaps various other things on certain days.
In merfolk form, he might also talk about avoiding siren islands so you don't fall asleep/get tricked. I'm not sure how merfolk would react to siren song. Myths are facts! /s. Okay getting carried away.
