Angler Quest Drops Bugged

So in short, I've been doing the Angler's fishing quests to get the three accessories to craft the Fish Finder and eventually the Cell Phone. I've completed roughly 76 quests in my singleplayer world, and of those times, I have received multiple Sextants and Weather Radios, but no Fisherman's Pocket Guides. I have also received multiple Angler Earrings, Tackle Boxes, and High Test Fishing Lines, despite having the duplicates and accessories crafted from these items in my possession. According to the wiki page for the Angler, I shouldn't be able to get duplicates at all, yet I do.

Is it just my insanely bad luck? Or is there something else going on? I would really appreciate the help.

I'm pretty sure you read it wrong, it said you can't get duplicates unless if you have certain items, you are just having very had luck
