Angler Quests and Renaming

So I've been grinding for quite a while to get the Hotline Fishing Hook and I've become aware that if you change your character's name, you can get another angler quest and thus another chance at getting it. My concern is that with the angler forgetting you've taken the quest earlier, will he forget about your completion of the 25 quests needed previous to have a chance at getting the Hotline? It would seem to me that the loss of you completing the day's quest would imply the loss of all related fishing quest data. Curious if anyone has any knowledge relating to this.

You can get an in-game gauge of your total quests completed from a random message talking to the angler, I believe the number it pulls from is the same as the one checked when giving you a reward. I have no proof, but if he says a number higher than 25, I believe that means you have a chance at the hotline fishing hook.

I have used this exploit? trick many playthroughs, it does not reset your fishing counter for things like golden fishing rod or such, just allows you to turn in another quest fish of that day. I have at times been able to get the golden fishing rod in 2 in-game days. So, for your case, you should be able to get the hotline rod easily.
