Blocks & Decoration Anti-Grapple Block

Inspired by a post on reddit, the anti-grapple block would be similar to the anti-portal block, but instead of blocking portals it would block grappling hooks from attaching. Otherwise, it would behave just like a normal block.

I like this a little better because then I can make anti climb anti portal blocks

Ngl I love the sound of having it be a coating, then the aesthetic of challenge courses could be preserved.
