Blocks & Decoration Beams as wall blocks

I think it would be useful if beams functioned as wall blocks, and allow torches, platforms, minecart rails, and other block to be placed in front of them. I often wanted to place platforms or minecart rails in front of wooden beams, but unfortunately I always had to remove them instead.

As a matter of fact, I think this functionality could be extended to all actuated blocks, or if beams could be actuated into the foreground, although I can see this could cause some issues with placing blocks in front of other blocks.
