**REPORTED** Block Swap Unaffected by Mining/Placement Speed

This is only really noticeable when playing modded versions where you can get ridiculous amounts of mining/placing speed, but nevertheless, it appears to be a bug in vanilla. Even if the bug doesn't have a tangible effect in vanilla, I think it would be good to fix it because it would make modding easier.

Mining speed already seems to be accounted for. We're going to see if we can make this work for placement speed as well, but this has some technical implications so I can't make any promises.
