My friend and I are both in pre-hardmode and after killing the Eater of Worlds and Eye of Chuthlu we didn't get a treasure bag from either. We killed the EoW twice and the Eye once. We did kinda do a weird boss order where we killed the EoW first, twice because we didn't get a bag drop. I haven't found any other posts with this issue on the most recent version of terraria. We are also playing vanilla without mods.
