PC Cannot play the game at all. I have tried every single fix, to no avail.

I have never played Terraria on PC before and bought it after the 1.4 patch dropped. Whenever I launch it through Steam it shows it as running for a few secs, then it stops, without error messages. It never even shows up on task manager, but Event Viewer reports the following errors:

Solutions I have tried so far:
- Verifying files
- Uninstalling
- Deleting the terraria folder, then reinstalling
- Deleting the terraria folder, then verifying files
- Clearing steam cache
- Uninstalling steam
- Running terraria from the EXE in its directory
- Running steam and terraria in admin mode
- Running steam and terraria in compatibility mode
- Disabling fullscreen optimizations
- Disabling windows defender
- Disabling firewall
- Reinstalling XNA
- Reinstalling DirectX
- Using the .NET repair tool
- Disabling most .NET components
- Disabling .NET, then forcing it to update (my version was 4.8 before and after this)
- Messing with the DLL files in the .NET folders multiple times, as suggested by many posters who had the same error: but replacing both mscoree.dll, msvcp.dll and msvcr.dll (yes, I made sure to put them in the right folders) corrupted my whole NET runtime and sometimes my pc as a whole, forcing me to do a system restore both times.
- Reset Windows to its factory state
- Restoring Windows 10
I might be forgetting some of the simpler ones.

Any help is appreciated. I emailed the Terraria support 3 days ago and while I do understand they are swamped and can't respond, it's getting a little disheartening to know not even a whole windows reinstall can't fix this. Terraria is also the only app I've ever seen do anything like this on steam.
