PC Can't buy Forest Pylon?

I'm unable to buy the Forest Pylon, no matter what I try. Currently, I only have the Zoologist and Guide in the forest area with the Merchant around 100 tiles away, but it still doesn't come up in anyone's barter menus. Does anyone know what I can do?

I'm pretty sure that NPC combination won't make anyone happy enough to sell a pylon.
my opinion is, that
Merchant + Nurse + Golfer works one of the best there (and in several other cases too, interestingly)
other combinations might work too though. but I think, if would try to center around the zoologist instead of the merchant, you still need the golfer for that combo too to work. not 100% sure though.
