Mobile Cant join mobile dedicated server

Terrarian
Last night. my friend and I were trying to play terraria mobile together online. I gave him the link for the mobile dedicated server from the terraria.org website, he downloaded and extracted it. When he opened the TerrariaServer.exe file and set up the world, he could not connect to the world. It would either just show server timeout after a while, or just stuck on "connecting to *ip address*". The same exact thing happened to me when I tried it.

*UPDATE*
I can join the game locally but not when i use the "Add" function at the online section. (The pictures on top was from when i used the "Add" function)
So I guess the server version does not have anything to do with the problem. But how do I get my friends to join me?

Mobile Multi-player is broken.
It’s not at all, you can join other servers, etc host worlds and people could join.

He had noticed that the version of terraria in our phones were 1.3.0.7.9, while the TerrariaServer.exe is 1.3.0.7.5. So I am wondering if these two are related or is it something else.
