Mobile Can't Place Blocks Because Invisible "Blocks" Are In The Way

For some reason I can't place blocks in some places because invisible versions of the block I'm placing are there. If I use a pickaxe to mine the "blocks" with my pickaxe they make a particle effect like they're breaking, but no blocks drop. I can place the block in the spot once the invisible block is mined. Wall placing is unaffected.

Those are dirt or stone piles. Those background items. Worms have a chance of spawning out of each dirt or stone pile you break.

Nope. I discovered this when trying to replace the outline blocks of a heart shrine with boreal wood. I used some scaffolding to get to some places and there were spots in both the outline and the scaffolding where I couldn't place blocks to do that, and wood breaking particles were created when I mined the invisible blocks.
