Weapons & Equip Can't place torches while mounted in the Drill Containment unit.

I want to place torches in the big holes I dug in the ground, please allow it. My toon holds out the torch but never places them.

While you're in the DCU, left-clicking if any sort causes you to mine blocks.

U aren't able to place or use stuff while in DCU.

As stated, it is an intended part of the game that you can't place torches while in the DCU. Because you are asking why you can't place a torch while in the DCU and wish that the game would allow you to. It is classified as a game a Suggestion rather than a bug. Features that you wish to see become part of the game are for the Suggestion Forums. And your Thread has been moved to game Suggestions.

This is functioning as intended. The player is not able to place or use anything while in the Drill Mount as that key is instead used for drilling.
