When getting the vortex/nebula wings, pressing down while flying will make you hover instead of flying, however I have noticed that while hovering pressing left or right will often take me out of hover mode. It seems like pressing down to hover was a bad choice for console users and maybe doing something else, like double tapping the jump button, would have been a better idea (the hover effects would override cloud in a jar or other items that use double jump) .
Edit: another idea that occurred to me is hitting down to hover can still work if we only have to do it once, then we can let go and continue to hover as long as we're holding the jump (flying) button.
