It should be possible to dress like all the NPCs.

The Golfer already sells most of his outfit, but he visibly has a bag with a club on his back that doesn't come with the Cross Country set. He should also sell a Golf Bag vanity accessory that shows a club in a bag on the player's back. The club shown should be an iron by default, but switch to look like whatever club is highest in the player's inventory if you have a club.

Likewise, the Tax Collector's set doesn't include his cane. This could be a new vanity accessory, or it could be possible to equip the Classy Cane as a vanity accessory that makes you hunch over and lean on it when you walk.

The Pirate Set is a little different from the Pirate's outfit. Buccaneer pants and a Pirate shirt are fairly close, but i think he should also sell a Worn Tricorne when in a graveyard. Or the Clothier could sell it when he lives near the Pirate.

The Steampunker Set doesn't look super close to the Steampunker's outfit, but i don't have a suggestion to fix that.

The Merchant should sometimes drop his hat on death. If he's shimmered, he drops his shimmered form's hat instead. The two hats can be transmuted by shimmer into one another.

The Demolitionist could sell the lantern that he carries as an accessory that provides light when worn. And the Viking Helmet could be shimmered into the helmet his shimmered form wears.

I don't know what to do for the Zoologist.

The Painter should sell his overalls and maybe his cap too.

The Stylist should offer new hairstyles based on some NPCs' shimmered forms when she's in the Shimmer biome, or just when she's a particular NPC's neighbor. I don't think the shimmered Arms Dealer, Stylist, Tavernkeep, or Goblin Tinker's hairstyles are currently accessible to players.

The Stylist also could sell a hair clip and a scrunchie, vanity accessories that attach to the player's hair. These might not look great with some hair styles.

The Tavernkeep could sell his apron.

The Witch Doctor could sell his outfit on Halloween.

The Combat Wrench should appear on the player's back like the Mechanic's does when held but not being used.

The Wizard should sell the Mage's Hat and Mage's Robe instead of the Wizard's hat during Halloween if he's in the Shimmer biome. Or he could sell a new Wizard's Robe during Halloween, and it and his hat could be shimmered into the Black Mage costume.

Santa should sell a Sack of Presents vanity accessory that looks like the bag he holds. It and his usual costume can be shimmered into the Negative Santa set, which looks like his shimmered form.

And the Princess' shimmered outfit should be obtained by shimmering her regular costume.
 
I don't know what to do for the Zoologist.
The zoologist already sells fox tail and ears, if it weren't for here protruding chest you could do the rest with the regular character creator and the tipsy debuff (it makes your eyes slightly closed so you look drunk)

I more meant her werefox form.

While I don't envision myself particularly wanting to dress as the Merchant, I wouldn't want to have to kill him or let him die just to get his hat...
