Computer constantly stutters in terraria

Hello so my laptop is more than capable of running terraria yet when I move use something I haven't used yet when I load in the whole thing freezes for a second I believe this is a texture loading problem and one other be cause as well when I'm loading in the map the audio will start not happening and fall behind when I try to load parts of the map this happens with all worlds of all sizes.

Laptop specs
CPU: intel i3 8th gen around 3.6ghz dual cores
Ram: 8gigs
Graphics card: intel 620 php integrated graphics capable of running 5.0 shaders
If you need more information I will be happy to provide more as this is a very irritating issue also this is with maximum performance settings like deselect cores high priority in game settings etc

Assuming you do not have an SSD, do you defragmentate your harddrive on a regular basis?
If not, you better start doing this.

Click 'Start', type 'defrag', click on the defragmentation program that pops up.
Click the drive, click defrag.

Yeah I defrag my HDD quite alot but it doesnt seem to be the problem
