So... thinking this may have balancing issues but going to state the idea anyway.
The would be a late hard mode accessory, after Plantria. Think it would best to either be dropping in the post Plateia dungeon or made from ectoplasm
It increase the damage of any weapon, the multiplier is based on life lost so a 5 times if you have only 20 hp out of 500 a 1.02 times if 400.
So the more hurt and likely to die the better
