Dark Mage Relic not dropping in journey mode on master difficulty

I have killed the Dark mage In pre-hardmode on a Journey Mode Multiplayer world and a Journey Mode Singleplayer world with the difficulty slider set to master on both of them.

I believe the Relic may only drop from the Tier 3 OOA version of the Dark Mage.
