PC Demon Conch not working

So the demon Conch is not working under surface idk if i was a bug or you can only use on the surface I was in Journey mode and I was in the in the underground layer had god mode on and time was not frozen i used it and it didnt work it just made the lava animation just ruptured above me not a big deal but kinda got annoying every time I try to use it underground cuz I had to go back up to the surface but idk if its a bug.

Welcome to the forums Sullvant!
It should be possible to use the Demon Conch anywhere in the world. It will teleport you to the Underworld, roughly at the centre of the world. If the teleport fails, that is usually due to the game being unable to find a safe place to teleport to.
Is it consistent in your case that it always works on the surface and never underground? If yes, can you please upload your world file?
